Although the Site mailing address is 2481 River Road Wellsburg, West Virginia - the Site is physically located in Beech Bottom, WV. The former manufacturing area of the Site (approximately 33 acres) includes eleven main buildings (which encompass approximately 468,000-square feet of space) and associated outdoor parking/storage areas.
The Site was used as a steel plant from the 1910’s through August 2012, when the Wheeling Corrugated Company (WCC), a subsidiary of RG Wheeling, LLC, ceased operations. Historical operations included coil coating, roll forming of rolled and galvanized steel products, expanded metal and lath production, and fabrication. Several of the buildings and outdoor storage areas are currently occupied by tenants. |

•The Brooke County Emergency Management Services Agency leases a portion of the Site for staging their emergency response vehicles.

-Storage for steel coils.

WV State Rout 2 flanks the east side of the site. The site is 11 miles to I-70, to the south, via WV State Route 2. The site is 13 miles to US 22/30 , to the north, via WV State Route 2.

The Phase I Environmental Site Assessment (ESA) identified several potential recognized environmental conditions (RECs) that warranted further characterization including potential asbestos-containing materials (ACM) in on-site buildings and potential soil and groundwater contamination related to previous operations. The Phase II ESA found elevated concentrations of lead in soil in an area where paint wastes had historically been spilled/disposed. The lead concentrations significantly exceeded DeMinimis standards set forth by the West Virginia Department of Environmental Protection’s (WVDEP) Voluntary Remediation Program (VRP). A survey of potential asbestos-containing materials identified ACM in several buildings. The BDC plans to enter the site in the VRP prior to remediating the lead-contaminated soil with the goal of obtaining a Certificate of Completion (COC) so the site will be more attractive for redevelopment and future use. The BDC also plans to demolish one building containing ACM to allow access to an area of the site that is critical to redevelopment. |
